FWIW, ISC dig 9.6.0 shows this same behavior on another platform; with an entirely different and newer dig and with the DNS server running on a box that's not running OpenVMS.

The FQDN path through dig works.

Defaulting the domain gets the NXDOMAIN.

Adding the +domain=example.com option onto the dig query works; the host resolves.
