A loud noise.

Good day for everyone!
I have HPE Proliant ML350 GEN10. It has 2 powers (each 800W). The server has 4 DDR4 DIM (32 GB each) and one ssd for 960 GB. All equipment is only HPE.
The problem is that I hear a loud hum from the server (above 42 db). It seems to me that these are not fans, because:
1. iLO shows only 6% load on each
2. I tried to take out one of them, the noise does not change
3. it sounds more like a hum than a fan sound
What was done :

0. replaced fans
1. updated all firmware
2. updated ilo
3. updated bios (for independent os)
4. tried without ssd

The operating system was not installed.
Another problem is that a low-frequency squeak is coming from one of the power sources.

I think it's quite cold in the room. And if so, why do the fans show only 6% of loading?

Yes these servers not a first time i see the fan running with very low load but noise level very high.

As my suggestion first you try to install the windows after report.

And you also mentioned some sound, try to relocate the port.

Power down and clean it, and check the check iLO event logs.

It is absolutely new. There is no dust in it....That's why I am so puzzled. I used to work with Lenovo having the same parameters and there was no noise at all. I can't understand what should I do to decrease such a loude noise.

Even when the server doesn't work I can hear a low-frequency squeak. I could find out that it is from one of the power port (800w). The other one works fine.

I've installed the operation system, nothing has changed.

HPE Agentless management Service haven't installed yet

I tried to start server without any ssd and with only one DIMM, nothing has changed. 
When removing the fans, the sound did not change. When I tried to take out one of the fans, the server started to "take off"  (very loud noise) and the yellow indicator lit up.
