Can a HP DL580 G7 system board successfully boot into Windows without other parts of the server?

Hi there. So, I'm building a gaming PC off of old server parts, and would like to ask if this would work. I'm going to buy a standalone memory/processor drawer, tear it down, take the system board and connect a PCIE slot card to it, add RAM, CPU, GPU, disk and connect a non-OEM PSU. Will this work? What parts did I miss that are crucial to the system booting into Windows? Kind of a noob question, but I can't see a place to connect a PSU on the system board, can anyone guide me to where should I connect the PSU? Thanks for the assistance in advance.
