Cannot upgrade Flash Rom

I cannot upgrade the Flash Rom from either the F10 partition, nor a bootable RomPaq diskette. The message is that the Flash Programming is Locked and needs a cold boot to upgrade or an Administrator Password is set. I checked the kb and can only find this article

Okay, recycle the power button, then select F10 when you get the message. Insert diskette with Rompaq and go to "upgrade firmware". It should show the hardware to be upgraded as Proliant 1850R. Then tab over to "select diskette" and then "enter". It should work, it took a few tries for me to get this working yesterday. I had the same "flash programming locked" message as you received.

You have to turn the maintenance switch on (switch 6 on the "System Configuration DIP switch on the motherboard, near the embedded SCSI controller headers.) After you've completed the upgrade, you MUST switch it back OFF to boot properly.
