These two papers should answer all your questions

Re: HP Bl460c Gen8 [BIOS Performance Settings]
Thanks.
When setting the following to High Performance ...
(Setting 1) Power Management Options / HP Power Profile / Maximum Performance
Do I also need to modify the following setting ...
(Setting 2) Power Management Options / Advanced Power Management Options/ Energy/Performance Bias/Maximum Performance
or .. does confuring Setting 1to Maximum Performance automatically set Setting 2?
Or am I completely out to lunch here?

Re: HP Bl460c Gen8 [BIOS Performance Settings]
Hi,
Setting either HP Power Profile or Energy/Performance Bias to Maximum Performnce, sets the other also automatically. Reason being that this setting ensures that there is high performance and there is no option for any power management. One can say this setting put the processors on high performance mode always and hence needs the highest processor power requirement and hence choosing at one place automatically set the same in the other place.

Re: HP Bl460c Gen8 [BIOS Performance Settings]
Great.... this helps a lot.
We are using ESXi 5.5 on these Blades and have chosen to set OS controlled in THE BIOS.. then set High perfromance via the OS.
As far as I am concerned this should bring exactly the same results as setting High Performance hard in the BIOS.
Do you guys agree?
Our application guys are saying that they see different results (better results) if we use the hard set option in the BIOS as opposed to the OS controlled. This part of my question might be better disrected over to the VMware forum :)

Re: HP Bl460c Gen8 [BIOS Performance Settings]
Hi,
When the setting for high performance is made in RBSU, then the hardware behaves for maximum performance, without considering for power and operating system. Thus the server is set to function in that manner irrespective of the settings in operating system and will do so, till the settings are revised in RBSU. Thus such settings in RBSU are better compared to that made through operating system.
