Did you tried ILO4 Reset ?
ILO-> diagnostic -> reset
When run this reset the fans return runs normaly, because reset all sensors.

I tried it, at your suggestion.
No change. The system is idle and the fans are at 6% 6% 41%
I suspect there is no solution.
Since I am running Ubuntu with software RAID, I need to run the BIOS in Legacy mode.
The Ubuntu Hardware compatibility guide for this server is at:

I am hoping that 1) the client will not care or know that the server is running abnormally loud and 2) the fan does not fail prematurely.
The HP tech is checking, and if he finds anything, I will post the solution here.
