PCI... it's ancient, not PCI-E.
Well Ideally I'd love a 16x PCI-E on one side of the riser and an old school PCI slot on the other.
Does this or anything like it even exist?

No, there is no option to install PCI cards on this server.
For the DL360p Gen8 server, 2 Slots come standard.
Slot 1 - Low Profile x 8 PCIe 3.0
Slot 2 - Full-Height/Half-Length x 16 PCIe 3.0
