Proliant Support Pack install error in Windows 2008 R2 x64

While running the install of the 8.7 PSP on a new Windows 2008R2x64 server, I came to the part where you configure the System Home Page settings.  After entering everything and clicking save, I received the following error:

I have tried configuring another component in the PSP with the same results.  I have tried disabling the UAC - error still there.  I tried logging in as the local admin - error still there.

Has anyone been able to configure PSP 8.7 on a Windows 2008R2x64 server?
