That is the general idea, yes. ;-) Fan failures, particularly in the older Proliants that have seen lots of operating hours, are not at all unknown.
The good news is that you need not pay a premium for Compaq-branded fans if you cannot locate one (Ebay) cheaply. Compaq, in every instance I've seen, used an off-the-shelf fan, snapped or screwed into some sort of custom carrier or sleeve.
In the case of the 1600's, I believe it's simply push-lock fasteners holding the fans to the panels. Just pop it out, note the voltage/current rating, and hunt around for a matching replacement.
You may end up having to splice the original fan's cable onto the new one, so don't throw the dead one out before you put the new one in.

Compaq proliant 1600 1611-CPU Fan Failure Detected error but fan is still running, please advise.
