DL380 and NC7781 Slow.

We have two DL380s with dual NC7881 GB NIC cards running under Windows server 2003. One NIC is on a public network and the other is on a private network that will be used for a cluster. The binding order is public first and private second.
When trying to download a large file on the same subnet that the server resides on it will take more than an hour when it should be taking about 10 seconds. The NICs are running 100mb full duplex with everything else set at the default. If I load the latest drivers from HP the speed increases to what it should be. If I reboot it reverts right back to the hour plus downloads. Any ideas?
