Microserver Gen8 can not shut down win10

i tryied every single method from Google, none of  working. everything time i try to shutdown, the system shutdown for 5 seconds and after 5 seconds, it automaticly reboot by itself.  unless i press f9 and shutdown from there. or hold the switch.

some people say update BIOS, My bios is J06 2015, Can not find another new version from HPE
