ML570 "F1 Prompt"

I keep getting this F1 prompt, I've read many different article about how to get rid of it, however whenever I hit F10 it says that System Partition Utilities are not installed

Any ideas??

SmartStart creates an partition about 36 Mbytes to copy utilities.
You can only create it if you make an instalation "from scratch".
When you will have this partition, you will be prompted to press F10 to enter utilities partition. In the utilities, you will have the option to desactivate F1 prompt.

where can I get the SmartStart utility? Each time I press F10, I am told that I do not have these utilities installed. It asks for a floppy with the tool on it, but again - I do not have this either. Thanks.
