System Locked Preinstallation Software for Proliant DL380

Can anyone provide info regarding System Locked Preinstallation Software for Proliant DL380 Servers.

Servers will be deployed in remote locations.
NO Telephone Access
NO Internet Access

Therefore, if a rebuild of the servers is required they will be unable to Activate the OS.
HP used to supply SLP software with their servers (our servers came with SLP media)

However our client has informed me that the last 3 servers we've shipped all require activation after rebuild. How do I get hold of SLP Media for the Windows Server operating systems?
