Insight Manager Web Agent on Server
Looking into the Compaq\WBEM\LOG directory and then examining the contents of CPQHMMD.LOG reveals the following error that is occuring when starting the web service: 'Unable to acquire the SSL port needed for SSL server capabilities.'
By the way the Insight agents are at 5.50

Is there some software you have that might be preventing this?
If not - this may mean a problem with the various web-based agents on the server. At this point I'd recomment removing all of them (and that means Survey + UPS software + ACU XE as well) and insatlling the agents first, then adding back Survey or any other additional web-based pieces you are using.

After you made the point of the port being locked by something else Ive ran NETSTAT and got the following info on port 2381.
TCP TR4:2381 insight.jmu.ac.uk:1315 CLOSE_WAIT
TCP TR4:2381 insight.jmu.ac.uk:1321 CLOSE_WAIT
TCP TR4:2381 insight.jmu.ac.uk:1337 CLOSE_WAIT
TCP TR4:2381 insight.jmu.ac.uk:1340 CLOSE_WAIT
TCP TR4:2381 insight.jmu.ac.uk:1355 CLOSE_WAIT
Does this mean anything?

Now I will try uninstalling everything and then install it again, but this doesn't seem like a very good solution....

We also have this problem. Running Support Paq 6.20 on a DL380G2. We had this problem with 6.10 support paq also... we upgraded to 6.20 to see if it was fixing the problem... no the case.. We have to same entries in the log file. Starting the Web Agent service takes forever and eventually fail.
