Just want to add,

Normal behaviour
Need to connect Monitor video cable to
RILOE-II VGA.That's how we have tested.

We have a winner. Starting digging into the logs and I missed an error. It was trying to do pass-thru for RDP and that was causing problems. Turned that back off and all is well.

Thanks for pointing me in the right direction. Much easier than working with HP and having them tell me it's not possible to have video in both places at once.
