A way to manually reattach SIM plug-ins

Is there a way to manualy reattach SIM plug-ins after a
# mxinitconfig -r
# mxinitconfig -a

I allready found the vseinitconfig script to reattach VSE. Additionally I add the SIM Part of the VCEM by using the
# mxtool -a -f
# mxtoolbox -a -f
# mxquery -a -f
but the database is not up to date for the VCEM this leads to the error
ERROR [JDBCExceptionReporter] Invalid object name 'VCEM_VCDOMAINGROUP'.
