HP SIM 6.3 Install Halts - Windows 7 Ultimate

Trying to install SIM 6.3 on a Windows 7 Ultimate 64 bit OS workstation.  The installer halts saying it "requires Windows Server 2003 SP2/Windows Server 2008/Windows Vista or greater"

To me, Windows 7 Ultimate is certainly "greater" than Vista and yet it will not install.

I found a few other posts on this forum from other users with the same problem but none have been resolved.  The HP documentation says Windows 7 is supported and yet it does not appear to be.  Can we get an official response from HP on this, or at least file a bug report so that it get fixed in a future version?
