I want to upgrade HP SIM from 7.1 to 7.4 . I have already migrated the DB from the dynamic port setting to the static port setting.

HP SIM has nothing to do with OML/OMW.

Did you try to run the installer for 7.4 ? it should see the old version and update if the SQL is supported.
