VCRM Operating System selection has no impact on what is downloaded.

In VCRM, when I go to "Change Repository & Update Settings" and navigate to "Download ProLiant and Integrity Support Packs for Operating System" whatever I select here has no impact on what is actually downloaded. I get the entire support pack every time.
