Package failover when debug file created.  Help Needed

Hi,

For taking backup we created debug file for pausing (sapms.mon & sapenq.mon monitors). As soon as we create the debug file the Package is failing over to the second node.

Few reasons for the issue might be:
1. sapenq.mon has state:YELLOW,
2. There is an error when sapenq.mon is trying to pause "ERROR: ASCS enqueue process not running, exiting ".

We were not facing this issue before 19th Decemeber 2016.
Please suggest how to resolve this issue.
