commandview tl 2.5 and cimuser

I am trying to use commandview tl to monitor an esl322e and report to a cms and hence rsp.
I note that commandview tl creates the necesary pegasus/bin directory but find this directory empty. I was hoping to see cimserver inorder that I could create authentication on the management station to show the tape library. I have snmp enabled on the library and it is sending notifications to osem.
Repeated re-installs of CVTL do not seem to add cimserver.
