Data Protector Express 4 error code 1619

I'm experiencing the following error code when I start up the Administration console after it worked several weeks:

Code: 1619 (0x653)
Message: Initialization of database has failed.

Initialization of the database driver has failed, and it could not be loaded. Please contact technical support.

Backups are no longer created. I've tried uninstalling and reinstalling both version 3.5 and 4.0 with reboots and cleaning the registry with no success.

Anyone know how I can contact Technical Support specifically to Data Protector Express (unable to find the product on the Contact HP section)?
