Installing SC44Ge on Linux

How do I get Linux to see the HP SC44Ge host bus adaptor?

I installed a new HP SC44Ge on a Debian 4.0 system without attaching any devices to the card. The data transfer LED flashes but the heartbeat LED is off. Does this mean the SC44Ge is dead? How can I get Linux to see the card? It does not appear when I do $ lspci -vv (see attachment).
