msl2024 all LEDs lit, no error message

I have a HP MSL2024 LTO-4 Ultrium 1840 that hangs when power is applied. The display briefly shows the model and firmware version (3.3) then all of the LEDs light up and the display goes blank. None of the control panel buttons work.
