MSL3040 load tape in commandline under Windows?

Hi, 

is there a way to controll the robot inside the library over commandline?

My goal is to have a script running in windows that will load a specific tape when requested automatically.

I was reading some informations about StoreOpen having some CLI functionality, but I cant seem to find it in my installation. Was that maybe removed?
