Only able to use 18 out of 36 mailslots on an ESL

Only able to use 18 out of 36 mailslots on an ESL

We have an ESL with 16 LTO2 drives and 4 LTO4 drives. The library has been configured to have 36 Mailslots to be used for the LTO2 drives and 18 Mailslots to be used for the LTO4 drives. Only half (18) of the Mailslots for the LTO4  side are able to be loaded at a time. Does anyone know why? If so, how do we fix it?

Correction: The LTO2 side (the one with 36 Mailslots) is only able to load 18 tapes from the CAP.
