Unable to send to SMTP socket

Using Data Protector Express 3.10-SP2 on Windows 2003. Email alerting has stopped functioning with error code 95 (0x5f)
A communications failure occurred when sending to the target SMTP socket. Please check the SMTP configuration.

How can I resolve?
