Use of LTO2 lables on LTO3 tape media
What would be the consequences of installing LTO2 lables on LTO3 tape media? Would the LTO3 media be restricted to the 400Gig capacity of a LTO2 tape or would it remain at the LTO3 capacity of 800Gig?

Re: Use of LTO2 lables on LTO3 tape media
the backup application would determine the size of the media, so putting an LTO2 label on a LTO 3 piece of media would not reduce the capacity. However the capacity sizes you refer into on your post assume that the data is compressible by a ratio of 2:1.

Re: Use of LTO2 lables on LTO3 tape media
A lot of tape libraries (an potentially applications) use the label to perform compatibility matching so you might run into some configurations that wouldn't work like you expect if you mix drive generations. The library or app could move the LTO3 media into an LTO2 drive thinking they are compatible but that won't work.
