How to upgrade from 8.5 to 9.0 using AX696-10514.upgrade file
How is an offline upgrade performed using AX696-10514.upgrade file?
The AX696-10514.upgrade file does seem to be recognised by v9 CMC (as per download URL). The CMC only seems to accept the upgrades nominated within the upgrade.xml file, which only gets created after going online and "checking for upgrades". Even the offline upgrade seems to expect the upgrade.xml to be present and does allow upgrade files such as AX696-10514.upgrade to be selected.

The link does not provide valid instructions. It provides instructions that do not work with the downloaded .patch and .upgrade files.
When you download the patch files the CMC will never let you install them, it gives you errors instead.

I would not suggest performing the upgrade using the file you mentioned.
I would recommend downloading the 5Gb files from ftp://up_p4k:Extreme1@ftp.usa.hp.com and Upgrading SANiQ.
There are Patches that gets installed after the upgrade as well..
So there is a sequence of Upgrade from 8.5 to 9.0 which recommends downloading all the files and then performing a safe upgrade from CMC 9.01
