HP IP Console Switch

We have two switches and the Windows operating systems that are attached to the one console - I get 'Channel Access Denied'; the other console is working fine. Do I need to reboot this one hub and what would be the ramifications. Currently, no one is attached to this one.

If no one is using the console switch then reboot it.
