You probably just need to force the port speeds on both switches. Set the relevant ports with, for example, "int a1 speed-duplex 1000-full" and then the same at the 2600 switch with "int 49 speed-duplex 1000-full".

It might be easier if you could upload a copy of the configs.
Also could you run the "sh tech transceivers" command and post the output.

Can you post the running config for the 8212 and the other switch you are connecting the fibre to?
