POE issue with HP 5300 and 2600

I have HP 5300 and 2600 on edge and have Cisco 1130 and 1242 access points connecte to them. I have about 500 access points and the issue is I am not getting required power from switch for the access point, like Cisco 1130 needs 12.2 Watts but I always get average of 8.5 Watts on the POR port connected to access point. I have opened case with Cisco as well and they say that you need to get proper POE switch for that, also I opened case with HP and they say that it should deliver as per POE design guide. I do have ample power available to be delivered to ports. See below: Is there any way to increase power to POE ports in 5300 and 2600 series.

If I recall correctly, certain Cisco devices rely on CDPv2 to recieve enough power. Since the ProCurve devices do not support this (only read only CDPv1) by default not enough power will be sent. To rectify it, you need to disable CDP on the switches "no cdp run".

Thanks for your response, I did disable CDP and still the same result. I am not getting above 8.5W in average.

there are two models RPS/EPS (600/610), which one do you use ?
how many POE slots are connected (page 3-11 to 3-15).

means more than mentioned two AP's are serviced from this RPS/EPS?

from page 2-6, there is a "priority setting" => can you try setting priority on a port to high?
See if this port gets full power?

I have External PS on connecting to one module thats why if you notice in below I am getting complete 408W for Module A. I did try changing Power priority to highest which is critical but no luck.
