there are two models RPS/EPS (600/610), which one do you use ?
how many POE slots are connected (page 3-11 to 3-15).

means more than mentioned two AP's are serviced from this RPS/EPS?
from page 2-6, there is a "priority setting" => can you try setting priority on a port to high?
See if this port gets full power?
