Does MSR2003 support 2 WAN Failover and VPN as a server?

Hello, collegs!

This is first time I have to buy HPE Router. My distributor advised to take a look at MSR 2003 (JG411A) for resolve next issues:

2 WAN in Failover mode (Then main provider has fault, traffic gone to reserve provider, both providers give me IPv4 addresses).
VPN access for remote user connection from their home to office.

I read documentation at HPE website, but did not find a definite answer for question, would this router resolve this issue?

WAN failover is described here - https://support.hpe.com/hpesc/public/docDisplay?docId=c05028363 , interface backup section.

VPN server for IPSec client-to-site connections - it is possible, but not very well documented, unfortunately. You can refer to this topic as an example of such configuration - https://community.hpe.com/t5/wan-routing/ipsec-vpn-client-to-site-msr900-msr954-comware-7/td-p/7037436

Another interesting document about Using the Native Mircosoft Windows 7 L2TP Over IPsec Client VPN is this one - https://support.hpe.com/hpesc/public/docDisplay?docLocale=en_US&docId=kc0135605en_us It is for the VSR1000 router, but it should be pretty much applicable for Comware 7-based MSR as well.
