I am trying to download the first link from this site
http://h20000.www2.hp.com/bizsupport/TechSupport/SoftwareIndex.jsp?lang=en&cc=us&prodNameId=1809836&prodTypeId=12169&prodSeriesId=1809835&swLang=13&taskId=135&swEnvOID=2025

But it downloads just 0 bytes. How do I go about reporting a broken link or get the latest drivers?

At the bottom of the page, there is a link "Feedback to webmaster". I'd assume it's there just for situations like this.

Checking the source code of the web page reveals the download link, which points to ftp.hp.com: a direct FTP download also produces a zero-length file, so it's unlikely to be a browser-related problem.
