can EFI partition initialized in EFI Shell?

can EFI partition initialized in EFI Shell?

Guys,
rx6600 with HP-UX 11.23, vg00 created using /dev/dsk/c1t0d0s2, and someone used c1t0d0s1 to create vg02(don't know how to discribe this action),so the rx6600 could not boot after shutdown -ry.
So can I re-create the EFI partition to make this rx6600 bootable or reinstall the box was my only option?

Consider to oot a recovery shell from DVD and repair.

You can try to boot the server from recovery media and recover the failed partition.

From the "HP-UX Recovery MENU", choose the below option,
b. recover the bootlif/os partitions
