Recently following patches were installed,

The error was noticed after the installation of above patches.
One of the ITRC thread mentioned installing PHCO_36032 and PHCO_36038 patches as soltuon. These patches are already present in the solution

hello,
if you have same issue you can try to Copy evmstart and evmstop scripts from the good host. Then the issue is solved.
