Event Log Not Being Written To

Hello all,
I'm new to these systems and noticed that the /var/opt/resmon/log/event.log has not been written to in over 2 years......
Any ideas as to why? Besides.......no events...lol

Hmmm... Something wrong with the EMS subsystem as a whole!.
