HP Auto Port Aggregation Priority setting

I have installed and configured HP APA on hpux 11.23. Below is what the /etc/lanmon/lanconfig.ascii file looks like:
FAILOVER_GROUP lan900
STATIONARY_IP 10.96.14.2
STANDBY lan0 3
PRIMARY lan2 5
FAILOVER_GROUP lan901
STATIONARY_IP 10.96.15.2
STANDBY lan1 3
PRIMARY lan3 5
The Priority of the primary and standby LANs are set to 5 snd 3. Any one knows how to change these so they are all set to 3 and 3.
I have tried adding the following:
HP_APAPORT_PRIORITY[3]=3
to hp_apaportconf but it still did not change it. Please help!!!!!!!!!!!!!!!!!!!!!

What are you trying to do? What is the goal.
I don't recommend making changes here unless one of the NIC cards is faster than the other.
