if lvmpvg is deleted ? what happens and how to recraete the file , like how we can create lvmtab by using vgscan

Using the LVM commands (e.g. lvdisplay -v ...) you need to find out which disks belong to each group and then you can write (e.g. with vi) the lvmpvg file again.

/etc/lvmpvg is useful when you do "PVG strict" mirroring

you can see the lvm policies where -s g is implemented or not with lvdisplay command . PVGs are also shown in vgdisplay -v output

better not do any lvcreate lvextend commands

you can recreate it as a text file

usually it is updated with vgextend or vgcreate where the disks are automatically put into the different groups.
