more than one anonymous ftp
We have a system running HP-UX 11v31. It is currently running one instance of anonymous ftp.
What does it take to create/generate a separate instance of anonymous ftp?

You might be able to run a second instance of
the FTP server, listening on a different
port. (Of course, being on a non-standard
port makes talking to it more work for the
user.)
Is there some actual problem which you are
trying to solve? As usual, it can be more
helpful to describe the actual goal than it
is to ask how to implement some preferred
(sub-optimal) "solution".
For example, the normal FTP server can
accommodate multiple "guest" users. They
need real passwords instead of anonymous FTP
identifiers, but all the other chroot stuff
and other restrictions are available that
way. ("man ftpd", look for "guest". Or do a
Forum search to find some of the many
previous threads on that topic.)
