Solution
According to HP's Proliant support matrix, the DL360 G7 has a minimum requirement of RHEL4 Update 8 (also known as RHEL 4.8).
http://h18004.www1.hp.com/products/servers/linux/supportmatrix/rhel/exceptions/rhel-exceptions.html
If you're using an installation CD from the RHEL 4 initial release, the drivers it contains are too old to support Proliant G7 hardware.
If you have registered to RedHat Network, you can download a set of RHEL 4.8 installation CD images from there.
