unabel to create user account above 8 digit

i unable to create user account .it only allowed 8 digit, after 8 digit it not allowed to create the user account

please advice how to solve that issue

pls find the error
#useradd rajeshadmin
Login 'rajeshadmin' is invalid

What is the os version, in hp-ux 11.31 it is supported more than 8 character and to 254 character, you have to use lugadmin to enable long user name support.

# lugadmin -e
