Re: vxsvc - The Veritas Enterprise Administrator Service
Hi,
" vxsvc is the server process of the VEA environment. It is probably a JAVA environment which explains the the runaway process. You can safely kill and restart it.
"
For more information look at this:

Re: vxsvc - The Veritas Enterprise Administrator Service
The file /etc/shutdownlog could have clues about the last shutdown process. Also you could analyze the following files:
/var/adm/syslog/OLDsyslog.log, to see what might be causing the problem.
/etc/rc.log, to see if a service fails during the restart.
/var/adm/syslog/ syslog.log, to see if the problem is persistent after the restart.
Which version is HP-UX?
Machine model?
Rgds.
