Converting to trusted system

When converting to a trusted system, any user whose password length is greater
than 8 characters can only log in with the first 8 characters of his former password once conversion has occurred.
Can this difficulty be overcome?

You need to use the modprpw command to set it, see attached man page for modprpw.
Im from Palmerston North, New Zealand, but somehow ended up in London...

The modprpw command works after the system is trusted, correct? By then it is
too late; the user cannot use his 9-character password. I have to extend the maximum password size, then have the user change his password to his original before he can use it. What I am looking for is a way to increase the default (8 characters) upon conversion. This may not be possible. If the untrusted password scheme does not, in fact, retain all 9 characters, then I could see where this might be impossible.
