the whole CD is the depot. Just run swinstall with the CD path as source, select ignite and install it, e.g.
swinstall -s /SD_CDROM

the following might work out of the box.
I'm not sure the CD will mount right away, but note You don't need mount_pfs for the HP-UX CD's as the filenames are short enough.
On the other hand it's always a good idea to simply get a more current Ignite Version from HP's download site. URL farther down...
mkdir /SD_CDROM ; chmod 700 /SD_CDROM
mount -Fcdfs /dev/dsk/cCtTdD /SD_CROM &&
swinstall -s /SD_CDROM "B5725AA" @ /
umount /SD_CDROM
http://h20293.www2.hp.com/cgi-bin/swdepot_parser.cgi/cgi/try.pl?productNumber=IGNITEUXB&date=

The Ignite on the application CD is old. The one on http://software.hp.com is the latest with all the bug fixes.
HP releases new Ignite versions to fix flaws and issues. I urge you to use the version available on the web.
