The Tier levels are marketing terms that relate to the size of system/number of user licenses etc.

For detailed information you should contact your local HP Sales office.

Got this from a HP Openview reseller about 18 months ago when were going through the process and trying to figure out what tiers out machines belonged to. I don't know if this is still accurate or not, but here it is:

As far as the Tiering for example :
HP T500-600, 890's 850, 855, 860, 865, 870's are Tier three.
HP H, I, N and K400- 580's class computers are Tier two.
HP A,D,E,F,G R and K100-K380's are Tier one.
