LDAP HPUX11

All, I have a client trying to access LDAP on a HPUX 11.0 server on ports 389 3268. Whats needs to be done to get this completed. The only thing I know at this point is the server is not listening on those ports. Ive checked the /etc/services and inetd.conf but dont see those ports?
