performance policy for file server

Does any one has recommendation with regards to the performance policy that should be used for a windows server 2012 R2 file server? For example, there are Nimble best practices for SQL server, Exchange, etc. Is there any such best practices for a file server? Should my user folders be in a CSV or direct to disk?
