The offset is really big, I would try this:
/sbin/init.d/xntpd stop
ntpq -p 164.129.230.20 --> check is working
ntpdate 164.129.230.20 --> Launch without -d, beacause -d won't make changes.
/sbin/init.d/xntpd start
/sbin/init.d/xntpd stop
ntpq -p 164.129.230.20 --> check is working
ntpdate 164.129.230.20 --> Launch without -d, beacause -d won't make changes.
/sbin/init.d/xntpd start
