IRS Won't Communicate With EVA

I have recently installed IRS 7.0.5 and CommandViewEVA 9.4 on two installations.

 

On one of them (a clean install on a new server) I ccan't get IRS to talk to CommandView. It says "Failed to connect to EMClient Agent running on host" and talks about port 7920. There is nothing listening on port 7920.

 

I had the same problem on the other (existing,  older version, of IRS and CommandView) and managed to solve the problem by starting the WCCProxy service. This service doesn't exist on the new install.

 

Help! What am I missing?

Did you install ELMC manually? This is needed. Is the CV server eligible?
